Manuscript copy of Patterson's report, addressed to William Fitzherbert of the Commissioners of Trade. Patterson notes the rapid disappearance from New England of the tall white pines needed for Navy masts and suggests a system of Royal Forests to be witheld from future settlement by the increasing colonial population.
